It depends, as far as I'm concerned. If an artist is touching up a tattoo because he or she made some sort of error/didn't cover well enough/etc, then tipping really shouldn't be compulsory. I don't mean major problems, either, which is another issue entirely, and I'm referring instead to the sorts of details that might have been overlooked on first pass, especially for more intricate pieces.
When I had my foot touched up, I knew that I would be tipping because, no matter how well or poorly it was executed, I was going to have to deal wit healing that was more difficult than would be expected in other areas; so, touch-ups related to your negligence/healing protocol, or to simple wear-and-tear more broadly, tipping is an absolute must.
