Regional government seems the most sensible option to me. Reduce the size and scope of local councils and evolve their powers over transport, policing, fire and benefits to a regional level, then give a referendum in each area on what additional powers should be devolved (corporation tax and income tax to directly fund the region's spending seem rather sensible to me).
Most importantly of all, include London in the list of regions and push for the taxable powers there. Once you can achieve some degree of decoupling between the Greater London economy and that of the other regions you can start to have economic policies which work for both.
