Is there one region for skiing that the locals flock to year on year, or is it fairly well dispersed? Is there a specifically tourist-y area of skiing that the locals avoid? (for example, would I choose a different area/region if I was writing a local rather than a tourist?)

For cross country it's more or less just going outside where you live. There are ski runs everywhere. Since it gets dark early in winter the local ski runs are equipped with lights and the local ski clubs tend to prepare them, laying the tracks.
The most tourist-y areas are probably around the larger places where the slopes for downhill skiing are - Trysil, Hemsedal, Geilo, maybe Lillehammer (where the Olympics where in 1994). They of course also have runs for cross country.
