It doesn't look like Cooks Source is incorporated or has any money (the phone number is registered to an apartment). So, good luck suing. Instead.. just make sure everyone is aware of the situation.
Her distribution points are listed on their website. The local ones (Sunderland, MA) are:
Bridge St Grill Millstone Bub’s BBQ
And then pick up a copy of the magazine, if you can, and contact the advertisers. I'm sure they will want to be affiliated with copyright theft.
I am not suggesting the editor be sued. I offer this information only as an indication of how deep the editors stupidity runs.
If the magazine isn't incorporated, the editor is personally liable in the face of suit. A cheesy little assetless magazine corporation can throw up its hands, declare bankruptcy, and the plaintiff is pretty much screwed with respect to recompense. But as an individual (or let's use the Adams-esque 'induhvidual') can't do that - or rather, pretty much all her personal assets are at risk. IRAs, second car, etc, etc.

:-D But look at what all it's accomplished. Because she stole from you -- and you journaled about it and folks got hot over the ass-hattery of her reply, "we" now know that she also stole from Martha Stewart, Paula Deen, NPR, FoodTV, Weight Watchers, WebMD and Lord Knows who else! Last count the list was up to about 45 articles.

Hey Monica - I'm writing a quick piece about this for the Econsultancy.com blog (we cover digital marketing, social media etc), and wondered if you had any comments you might like to add? Is it possible for you to email me: matt.owen@econsultancy.com (or I'm @Lexx2099 on Twitter). I really feel this represents an appaling case of condecension and bad practice by Cooks Source - I do hope you get a full apology soon, absolutely unfathomable behaviour by them! Would be great to hear any updates!

Is she a member of a professional association. You could make complaint there.

And I have just written a comment on their facebook page, as well as a direct e-mail containing a link about the internet and public domain.
I hope you get compensated, or otherwise, I hope you will sue them into oblivion for their neglect!
Best of luck to you!
