Does our school "jazz band" have a jazz chair? it always seemed more or less like that stuff thats not classical or even third-stream but just filled with enough jazzy riffs to pass for a "jazz band".

Jazz Chair?

Assuming you're refering to repetoire:
*shrugs* G has to work with what he's got. It's not really a "jazz band", it's a big band, and an unbalanced one at that. He picks music that a)the band can play, b)is fun to play, even if the particulars are difficult, and c)he can stand to listen to every week, in various states of disrepair. Usually, there's a Nestico chart, a latin chart, some fusion, and maybe a ballad. This is changing though, because this year's band has a loud sax section. Frankly, the brass is weak. This means no Nestico, because a sax section can't carry a swing tune all by their lonesome. It's a very loud band, so the ballad is out (to be fair, the only time we really pulled off a good ballad was my sophmore year...they usually don't work). Also, G thinks that kids like fusion, and Nathan listens to Minzter religiously...so the band'll be playing that kind of stuff for a while.
