Harry's not much of a reader, and there seems to be a distinct lack of anything else to do around the Mansion -- for a place as eccentric and theoretically useful as that, it can get boring pretty fast. Consequently, he's wandered outside to get away from all the craziness within, and comes across a man he hasn't met before, and who looks nothing like anyone he knows, thank Merlin. As he's probably not Harry's longlost brother's cousin's son, it's probably all right to call out a tentative "Hello."

It is probably not reassuring, then, when the latter looks up, surveys him an instant, and remarks, "Oh, it's you."
