Mostly because he needed a good outfit to whip together and this ended up being what he went with. He's also got Misaka with him who is still droned. Thanks! I'd say your costume is lame but... considering where we're at it's pretty scary. Using the circumstances to enhance your costume, that's pretty creative!

*Shion laughs and starts TPing the back of the car that Scout was working on.*

Yeah, even the drones are a sucker for this costume. Getting candy was pretty easy. It's all about using whatever talents you've got!

*Touma didn't find this creepy at all, in fact he welcomed it. After all, even if she acted funny right now, it was still Misaka. She would come back any day now, just because she wasn't here right now didn't make it an excuse to neglect her.*
