Going from

+ Selective colour (not translatable)
+ Easy

+ Open a blank canvas; I used 500x300px.
+ Import and crop your image
+ Duplicate your image, set to screen: opacity 30% and merge down layers
+ Create a new colour fill layer: #FCFF00, set to softlight 100% (
)

+ Selective colouring:
Reds: -100 / +100 / +100 / 0
Yellows: -40 / 0 / -26 / 0
Magentas: -100 / -100 / -100 / 0
Neutrals: +100 / -20 / -85 / +30

+ Selective colouring:
Reds: -100 / +100 / +100 / 0
Yellows: -100 / -23 / -23 / 0
Greens: 0 / 0 / 0 / +100
Neutrals: +10 / -20 / -21 / +18
Blacks: 0 / 0 / 0 / +30

+ Colour Balance - Midtones: +20 / +12 / +7
+ Hue/Sat layer - Saturation: +10
+ Add this texture (by peoplemachines) set to screen 100%, duplicate it once.
+ Add some text
+ Create a new layer, move it below the text and add a brush. I used this one (set to multiply) (by visual_delights).
+ Finished!

I'd love to see your results if you used this :].
