Hmm. I betting I could google for it, but that would be cheating.

Let's see, at first blush I thought it was part of a 4x4 matrix. Then I thought it was an augmented 3x3, except it'd be degenerate. Then I realized the last column was in binary. So it's gotta be something encoding related.
