It means that you post a request, usually of a fiction or fanart. Usually, people will post certain conditions that the author must meet when doing the prompt. Example:
JUSTIN BIEBER PROMPT Rating: K to M Words: >1000 Genre: Slash/Fluff/Romance/Angst Synopsis. Write a fic that fulfills the above criterias. Detail the love story between Justin and a male character. Must not include any rape, shota or detailed abuse.
Okay, that was an example of a prompt/idea/challenge. Now another person will do the prompt in a fic, the author will then post the a link to the fic as a comment under the prompt.
Example: JUSTIN BIEBER PROMPT [link to the fic here] for [person who posted the prompt]
