I've never owned a pet (and fish do no count), but yeah, at this point, that dog really ought to be put down. D:

Maybe take the dog to a shelter to get it checked? I'm not really sure how a shelter works, though. Sorry. @A@

My grannie really really needs to have her put down. she doesn't even take care of her, let alone her 9 cats.
