We had a winter storm warning yesterday. Oh the snow was really coming down! We accumulated a terrifying 4 inches! Campus closed early, so Thar got part of a snow day. Really.

( Call out the National Guard! )

To be fair, southern states have no snow infrastructure (plow force, shoulders/midways to push snow into, etc.) to help them accommodate sudden snowfalls. I'm not saying being completely ignorant of how to handle winter weather isn't a large factor, but it's not the only one.
