Grey's uses music throughout the episode. They use songs for high points, low points, and whatever else inbetween.
I'm somewhat indifferent to the dramatic pop-song thing. There was that show, Starved, that would have the first 5/6's of the show be nothing but comedy, and then try to end on an emotional note by playing a song over a few slow pans. But, in contrast, I know that West Wing would use songs on ocassion to amazing effect; I get chills listening to Brother In Arms and I Hate Mondays. I think the trick is, like a lot of things, to use it sparingly and to use it well.
