Yes, but how do you make a flare which reaches so high that it can be seen for miles? It has to be made exactly right, or it will explode before it reaches that key point in the atmosphere.

But the only point in making a flare is to make it large enough to be seen...

Don't want us out there. We're birds in a cage to them. Pretty to look at and easy to control, just clip the wings.
