Coal Combustion releases more harmful radioactives than nuclear.
so not only is it more generally pollutive, its more radioactive.

Why is it still legal for any plant, anywhere, to have a vertical exhaust stack that puts out anything other than steam? If we're going to be fanatical and paranoid about nuclear fission (which we are doomed to for as long as the populace accepts the word "nookyuler") then why can't we be equally fanatical about coal / natural gas emissions? And carried further: car emissions!

Proposed:

If you run a machine which burns hydrocarbons in excess of a given volume-per-time (set it just shy of the performance of Ford's cleanest subcompact car) then your vehicle/plant/lawnmower/city bus must recapture its own exhaust byproducts and vent nothing but nitrogen, oxygen, carbon dioxide, and water.
