Personality:
Most would consider him the polar opposite of Solid Snake. He is loud, arrogant, obsessive, easily angered, and extremely resentful. However, despite those flaws, he is a cunning and very determined person, and will stop at nothing to achieve his goals.
Upon first meeting him, it's easy to tell that Liquid is a very confident man and has a leaderish aura about him. He is commanding but reasonable, to the Genome soldiers, and does not flaunt his power to them. He knows how to get what he wants and if by some odd chance things don't work out quite right, he'll adapt to the changes and use them in his favor. Liquid also knows that soldiers, generally, will follow orders when given a good reason. Explain their mission, their top priorities, promise them something, and they will do whatever you want them to. Soldiers are just pawns of war, thanks to the government. Liquid is determined to change that: To make the world need soldiers like them again. To depend on them. To give them back their pride. He is a very secretive man though and does not share his more inner feelings and thoughts with casual acquaintances.
While calm and collected with the soldiers, Liquid will show his other emotions to his FOXHOUND teammates. If something doesn't go his way, he lets his anger bleed through for a bit as he beings plotting and adapting to the new situation. He seems to show a lot of faith in his teammates and trusts them above anyone else - and they trust him. They are loyal to him and his cause and are willing to give their life if it means fulfilling Big Boss's final wish.
Which is what Liquid has them all do, aside from Ocelot. It was difficult sacrificing his own team mates and even giving Snake advice on how to defeat them while disguised as Master Miller. He does mourn the loss of them but it is for the greater of the cause - and it's Liquid who wants to defeat Snake once and for all. Their deaths allowed him to be able to gauge Snake's abilities and let him prepare for his and Snake's own battle.
To Snake, Liquid shows his true self: A manipulative, obsessive, confident, stubborn, and bitter man with an insatiable thirst for revenge. His obsession with Snake also seems to have given him a sort of sixth sense - he seems to know when Snake is close by and his possible course of action.
"Do you know who I am? I always knew that one day I would meet you… The man who stole the light from my life… because of you..!!"
Liquid is incredibly bitter towards both Big Boss and Snake, for Big Boss apparently knowingly choosing him to be the inferior one, and to Snake, for being the superior one. He believes that he got all the recessive genes - that the only reason he was born was so that they could make Snake. Thus, he suffers from a major inferiority complex, which is his main drive. Unlike most people who suffer from inferiority complexes, Liquid, although bitter about being the lesser of the twins, is determined to prove himself that despite his genetic flaws, he can surpass his brother.

Yet even though he has a strong hate and thirst for revenge, he's proud of the destiny that is encoded into his genes. His ultimate goal is to exact revenge on Big Boss: To surpass and destroy him. To show that despite being the "inferior" twin, he can carry out Big Boss's final wish and create a world for soldiers: A world where they are truly needed and no longer just pawns for the government and their lies. (Big Boss did this knowing Liquid would attempt to carry on the legacy.) A twisted kind of love? No, he'll assure you that it's hate.
It's hard to say if Liquid has a softer side. The only evidence of this is the fact that he has a fondness for boxes just like Snake and Big Boss do.
Backstory:
Born from the Les Enfants Terribles project, much of Liquid's early life is shrouded in mystery. He was raised in the UK from an early age, then when he turned 18, he joined the Special Air Service. During the Gulf War in Iraq, he was assigned to an SAS unit to track down and destroy mobile Scud missiles. In truth, he infiltrated the Middle East as a sleeper agent for the British Secret Intelligence Service, but he was taken prisoner by the Iraqis and went missing. In 1994, he was rescued by the U.S. Government. It wasn't until Snake killed Big Boss in Zanzibar Land that Liquid became completely hellbent on defeating Snake now that his chance to defeat Big Boss himself would never happen. In 2000, Liquid joined FOXHOUND after Snake and Campbell retired.
In 2005, Liquid's FOXHOUND subordinate, Revolver Ocelot, convinced him to launch a revolt against the U.S. government during a weapons testing exercise on Shadow Moses Island. Liquid and Ocelot, along with the other members of FOXHOUND, and the Next-Generation Special Forces seized control of the island's nuclear weapons disposal site and the newly-developed Metal Gear REX. Calling themselves the Sons of Big Boss, the group took DARPA Chief Donald Anderson and ArmsTech President Kenneth Baker as hostages, and threatened the White House with a nuclear strike unless his demand was met: to give him the body of Big Boss.
His brother, Solid Snake, was sent to Shadow Moses in order to eliminate the terrorist threat, and was confronted by Liquid on several occasions. Masqueraring as Snake's old mentor, Master Miller, Liquid was able to manipulate his brother to make the best of the situation.
Eventually Liquid's plan became clear. He intended to provoke the superpowers into fight against each other rather than taking them head on, which would most likely result in mutual assured destruction. This was the reason why he went against Ocelot’s suggestion to set the target for the nuclear strike to be Chernoton, Russia; preferring instead Lop Nor, China, the location of a nuclear test site. He figured the other superpowers in the world would be interested in buying the nuclear weapon system from them, at which point he would sell them to the highest bidder.
He also included two more demands to the White House: one billion dollars (which would be used along with BB's remains to correct the Genome Soldier's mutations), and the FOXDIE vaccine. Not only that, but with Metal Gear REX in his possession, Liquid planned to join forces with Russian mercenary leader Sergei Gurlukovich, and turn Shadow Moses into a new "Outer Heaven." With these vast resources at his command Liquid would drag the world into a Third World War, fulfilling Big Boss's dream of a world which always had a place for soldiers. (Although it was Ocelot who tricked him into wanting to achieve that.)
After Snake activated REX, Liquid explained to Snake that not only was the Pentagon manipulating him, but they also developed and injected the FOXDIE virus into him in order for him to kill everyone involved with the Shadow Moses Incident without realizing it, which would allow the Pentagon to recover the Genome Soldiers' remains and REX without the risk of damaging them. Liquid found out about this information from "his spy in the Pentagon". He also revealed that he hated Big Boss with a passion, because he thought Big Boss willingly chose him, knowing he was the inferior clone, and for that wishes to exact revege but berates his brother for "stealing that chance," as well as saying that by following their old man's legacy, he would "surpass and destroy Big Boss." That lead him to revealing the Les Enfants Terribles project and its purpose to Snake as well, and that Big Boss was their father.
The entire final act of the Shadow Moses Incident was a series of battles between Snake and Liquid. He killed Grey Fox in the process but REX was destroyed, thanks to Snake. He then made contact with the Pentagon via Snake's nanomachines explaining that he knew about FOXDIE, and threatened to destroy them next after he was done with Snake.
As Snake regained consciousness, Liquid told him that he wouldn't be killed so long as Snake lived, and even with the destruction of REX, his fight was not over yet. He explained to Snake that his ultimate goal was to give soldiers a purpose again, especially since soldiers continued to be abused by hypocritical politicians and their political gambits. He also deduced that Snake, despite his protestations, enjoyed the thrill of battle and would welcome the prospect of a war-torn world, which he intended to create. Liquid then revealed to Snake the history of their own creation, as well as that of the Genome Soldiers, and the reason why they needed Big Boss's remains. Due to their gene therapy, the Genome Soldiers would begin to succumb to an unknown genetic illness, and the key to curing them was Big Boss's DNA. With a bombing raid on the facility, Liquid declared that things would end here and now. Despite punching Liquid off the top of REX, it seemed he survived, and then tried to chase and shoot after Meryl and Snake's jeep as they attempted to escape before the nuclear strike hit. As he was about to kill Snake and Meryl who were both trapped underneath their jeep, Liquid dropped to the ground, lifeless - or so it would seem. He couldn't give up that easily. Having gone through hell just to get to this moment in time, Liquid stood one last time in attempts to prove that he could overcome his destiny and the virus but it proved too strong for him, and with his body already weakened from the previous bouts, Liquid fell to the ground dead.
It felt as though he was falling for eternity though, through an endless blackness. There was a voice, informing Liquid that he would get a second chance. His fight was far from over. It seemed Satan had a sense of humor! Having little information to work off of when he awakened in Final Destination City, Liquid attempted to learn as much as possible about this new world, this second chance at life… Would he meet up with his dear brother? One could only hope. He refused to admit defeat. He had to prove that he could change his genetic destiny!
Finding out that Snake was indeed in this city teaching at a fighting school, and that the real Master Miller (whom he thought he killed but quickly learned that this place was a sort of nexus between worlds and time) had just departed, Liquid found this as the perfect opportunity to slip in undetected and slowly exact his revenge… and to carry out his original plan of recreating Outer Heaven. What better place than a school that specialized in combat?
Anything Else?: - I have Shocky's full permission to have Liquid masquerade as Miller, hack his account and find out as much about his stay at Smash as possible. I'll also be putting up a permission post in case people don't want Liquid to know about their previous CR with Miller.
