That is the second reference to icing on a shitcake (cupcake of life) that I have seen here today.
I hope things get better. I had the same water heater problem last year at this time. Be thankful you gave a landlord who will take care of it. We had to do it ourselves-with my dads help-and he still hasn't finished installing the vent. I have all the pipe and such. It is vented enough that we can use it at least.
I hope you solve your room mate problems before summer.
