ooohhh nifty. I figure I'd concede that much to them right now because I'm currentl y working for a different dept through a contract agency. So, technically they have to pay a large finders fee for me since they're going to hire me.

So if you're currently working for a different dept, then it'll be even more reason for you to deserve the $2k (or more) in 90 days when you knock their socks off...they don't know first hand how awesome you are yet!
As for the finders fee, it's prob'ly not that much more than adverstising costs would have been to fill the position from the outside (unless your annual salary is $100k+ which would be great, but I'm being realistic for once).
You might want to put a reminder in your scheduler (outlook, meetingmaker, etc.) for 90 days from today so that you can plan for your review. 3 mo pass by so fast!
