Tutorial #001 - Alexis Bledel
Going from
to
in roughly eightish steps. Made using Adobe Photoshop 6.0 with selective colour/curves/etc.; non-translatable.
Step 01. Crop your base. Create a new Curves adjustment layer with the following settings (or similar):
RGB: input: 82; output: 124
Red: input: 127; output: 180
Green: input: 126; output: 130
Blue: input: 114;output: 153
Set the adjustment layer to Soft Light at 100%.

Step 02. Duplicate your base. Go to Filter -> Sharpen -> Unsharp Mask, Amount: 25%, Radius: 1.0. Set the duplicate to Screen at 100% opacity or as needed depending on how light or dark your base is. I used a soft, round brush at 34% over Alexis's face.

Step 03. Create a new layer (ctrl+N). Fill it with #031118 and set it to Exclusion at 100%. Duplicate that layer and reduce the opacity to 45%.

Step 04. Another new layer. Fill it with #FBF8EE and set to Color Burn, 100%.

Step 05. Create a new Color Balance adjustment layer with the following settings (or similar):
Highlights: -13/0/-11
Midtones: +9/-6/-25
Shadows: -30/+4/-11

Step 06. Create a new Selective Color adjustment layer with the following settings (or similar):
Reds: cyan: -100; yellow: +100
Yellows: cyan: +42; yellow: -28
Neutrals: cyan: +51; magenta: +13; yellow: -43
Duplicate the adjustment layer and reduce the opacity to 20%.

Step 07. Now, to me that looks a bit under-contrasted and exclusion-y, so I added a Brightness/Contrast adjustment layer with these settings:
Brightness: +10
Contrast: +14

And you're done! :)
