Would that be 3% above inflation, or just 3%? Equally and just playing Devil's advocate here you title line doesn't finish with the word "however" does it?

Easy way to work it out: someone who's selling something always states it in the way that sounds most appealing. Therefore no, it's not 3% above inflation, just 3%.

Nice inskauldrak, if you do set up a locked post I'm curious to see what else they had to say.

(PS. "Lose" = misplace, "Loose" = not tight.)
