WOW. That's a hundred times worse than what I went through with them. That's some nerve.
(My experience: Was told that my late-cancellation penalty would be waived -> received a bill for the late-cancellation penalty -> argued with a powerless representative/drone for an hour -> received another bill and a threat from their collection agency -> called again. Turns out that whoever I'd talked to had put a warning in my file that said "DO NOT GIVE THIS WOMAN HER REFUND" or something, but guess what else was in my file: A note from the original cancellation. "No penalty." Lollerskates.)
The good news is that there are little local alternatives available here in the city, and the company I chose to go with for this apartment has been nothing but awesome. Straightforward bills, low prices, perfectly reliable connections, great customer-service. When I couldn't get anything out of the jack in the wall upon moving in, I called them from a payphone at the campus library and they sent a guy over the next morning; he took the jack apart, rewired it, and replaced it with a panel that included two jacks so that I wouldn't need a splitter for phone and Internet. Now that's how to procure loyalty.
