So, just to be clear, the intoxication refers to the characters, not the authors? I mean, the fics should not be written while the authors are intoxicated, but rather just show one or more characters drunk, high, or otherwise under the influence of a substance?

That is correct, the character would be the one that it's under the influence not the author. Of course, if the author wants to try that, it would be up to them :D

Can I leave a prompt without (a) being a member of the community/fest, and (b) selecting a prompt to write?

If that is what your wish, your more than welcome to leave a prompt and choose a prompt to write for the fest, without needing to become a member. However, all NC-17 will be 'Member lock' posts.

Oops! Sorry for the misunderstanding. Yes, you may post as many prompts as you like without needing to write for the fest :D
