Does the Robotnik here try to recruit often? I can't imagine anyone willingly applying to be his lackey. If anyone goes to him to find a purpose in their life, I feel sorry for them

Robotnik is sometimes the good guy here! There was one time he saved the entire world from a giant space station falling on it! Another time he helped to defeat a Liquid-Metal Sonic! He can be a good guy when he decides to be!

He also used to raise Chao once between destroying prison blocks!

Not really. He usually just sticks people in robots and calls it a day. This is weird for him, but I think it's just part of a trap...like that time he tricked Sonic and stole the energy from the Chaos Emeralds.

Yeah. Every living being has at least a little bit of Chaos Energy in them, so Eggman sticks them in robots and uses them for batteries!
