This was a "hack" done by seniors at MIT for incoming freshman. It's traditional (nowadays) to build ... well, stuff on top of, attached to, sometimes inside of, "Building 7" otherwise known as the small dome. The TARDIS is great, but the best I've seen was a full-sized Boston police cruiser -- I think that was almost a decade ago now.
The real joke is in the banner that hung below the TARDIS they built:
It consists of the stolen Harvard "Welcome Students" banner from Harvard Yard, with a sub-banner attached beneath that reads:
Doctor 1 | Hahvahd 0
Yes, yes they went and stole Harvard University's "Welcome Students" sign from Harvard's own campus, and attributed it to the Doctor. Cheeky buggers. :)
