That's a trial version. You can only use it for 30 days before it's un-usable.

I suggest you use a torrent. I downloaded the full Adobe Creative Suite 3 (which included not only Photoshop CS3, but Photoshop CS3 Extended) via torrent. It's just your best choice... unless you want to pay for it (...*coughs* yeah, right...)

I would suggest to download the trial version from adobe.com so that you've got an ok version of the software. Then check this site: http://www.keygen.ms/cracked_warez_search.php?s=photoshop+cs3+ to download a crack/keygen.
That's how I always do whenever I need a new software.
