West coast snow really is unusual, even as far north as Vancouver. That's why the city is unprepared.

Although, if you REALLY want to see unprepared, I suggest visiting the Napa Valley in Cali for the one freak snowstorm they get every 20 years or so.

yes, I agree, when I saw all my friends in Vancouver tweeting about snow i was like "what, really? I live in Ontario and nit hasnt' snowed yet!".
