Really? thanks much! Out of curiosity, what surprised you here?

Chloroform, as far as wiki said, induces dizziness, fatigue and unconsciousness. So Harold only used a little bit on Hershel and Luke thrashing around in the water diluted the amount that was given to him to make it weaker.
