Pretty much. Gangs seem to be getting their acts together and going legit.

Well, legit as you can get with overpricing on D-Wheels, selling cards for ridiculous prices, and selling Charles Atlas programs for Duelists. Etc.

But yeah, just pointless misplaced equipment complaints.

What's with all of the misplaced equipment stuff, though?

Not sure. Mostly some missing bikes and gimmick-y shelved computer programs R&D was playing with, along with one of those experimental Dueling Units.

Basically stuff that got put away and some researchers and cops are annoyed got lost in the system. Happens all the time.
