possibly silly question: have you read up around the saussure quote given and found out what his arguments are? i imagine if you're being given the question beforehand that you're expected to go and find out. that'll answer the first bit, then think up some examples to back up his arguments ... the social/individual and essential/accessory stuff will come in there somewhere ... the rest of it is your opinion, probably drawing on methods you've used previously for the study of literary/cultural texts.
don't know if that helps any, but that's what i would do to answer that question :o)
