I was listening to the white house press conference today... is there a reason why the dude Obama picked as press secretary has the oratorial skills of a calley girl? Ummmm..... uh.... yes....um.... the president ....um considered....uh.... that. Couldn't he perhaps have found someone who can speak and not sound like a moron

Technically it is a pork barrel spending bill.

However I agree with you. The bill should address a few things only:

Roads and bridges
Updated power grid
Tax cuts and incentives for small businesses. You know the under 500 people firms that according to the SBA employ 45% of the US private sector payroll.
Including deductions designed to promote businesses hiring more full time employees and provide medical coverage.

State relief to bolster programs like food stamps and unemployment trust fund benefit shortfalls.

it should deal with upgrading our waste water treatment also.
