Nightcrawler: The Gary Stu that is Blue and You + How Hell Works
Big Hell - Lucifer's Hell - aka The Pit = Closed.
Lucifer kicked all the demons out and chained the gates. A lot of the disgruntled employees of ex-Hell now live in the Scary Haunted Woods. The Woods are more than just random demons who attack you and drop coins when you kill them. Tsk tsk, oh no, they quickly established a society. There are towns, hierarchy, Lord and Ladies, palaces, demonic courts, royalty, these are not mindless creatures looking to kill whoever. There are factions. Some are loyal to the Royal Line of the Morning Star (Lucifer and Kurt), some are very anti-The House of Light, some don't care but wish Hell would reopen, an some are bored and pissed about exile, and some don't care. Some want to form an army to take siege and force the gate to hell to reopen. It's a complex society with towns and bloodlines, etc. Going into the woods can prove to be an excellent adventure but also a really bad idea.
If anyone is familiar with the drow society, the Unseelie Court or have read the Lucifer series, you get a taste what it's like.
The demons there are divided, some want revenged against the Morning Star and some want to stay loyal.
The Woods? Is HUGE. It is organized almost like the 9 levels, each level having a ruler, and a court and a domain.
(Awesome breeding for OCs) - if you like political intrigue and want to play someone of demonic blood, go for it. But check your ideas over with Lucifer mun, Me (Kurt) or Kevin mun.
Beyond the Woods, it a barren plain where the lost soul dwell and wander. If you make it past the wasteland who will bear down on the HellGates. These are guarded Cerberus. Only Lucifer, an Archangel or Lucifer's blood can open the gates.
In side Hell Proper: A whole lot of nothing, but Lucifer can get into that.
The site was chosen due to some Mysterious Happenings (think Silent Hill) that caused the entire town, save for a single pub, to be swallowed by the desert. Visitors to the town do not see the Damned. And to them, the bridge is still burning. It is believed that an underground mine caught fire and has been burning for 100 years. Past the bridge (that exists for the damned) there is the village of the damned, it is taking the form of a comfortable trailer part with nicely furnished double-wide trailers, electricity, running water, Free Cable, and food.
To earn extra money, the damned are sent to work at H-Mart, at a decent fair wage, all medical care is free, as the damned have corporeal bodies, they are free to move about the town, are advised to stay clear of the woods. The Damned can form their own factions, build homes, build business, and build a city. The Damned are able bodied. They can form their own system of government, their own leaders and law enforcement. This is just the beginning. Their "punishment" is to build a society for themselves. Vista Pines is, with help from above the chain of command, able to govern themselves. They have their own judicial system and police force. They can build other places than H-Mart. Techies can figure out a way to create an Ethernet. Shops, business, everything.
Summer's Eve is also a skeleton of a town, while it appears to be a quaint little Ode to Mainstreet USA, it can be expanded on. More business built, houses, town counsels, whatever.
We have a sheriff, The Big Bad Wolf from fables. And a Doctor. All civil service workers are paid by the Official Residence until such a time as they can be self sustaining.
No one goes hungry in hell. The pubs food is free to the dead. And the stuck living can pay using expired credit cards, CVS shopping cards, anything.
Only the Pub and the Motel can be seen by mortal eyes, unless a living person has found themselves stuck in the realm, They are there to either resolve a personal problem, help another soul, or have made a deal with the Crossroads Demon. Or are brought there under unusual circumstances.
Passing through motorists will only be able to see what exists for them, the pub and the motel.
The Pub is a Free Zone, all my encounter each other, but no harm can be done to another within its walls. And that's ANY harm. If the victim is not consenting, that is considered "harm".
Telepathy: Is not as easy in side the pub, this place is neutral ground, telepathy can only occur if both parties are away and consenting.
The power restrictions inside the pub, can only be broken by Lucifer himself. Or possibly Nightcrawler, should he manage to do it.

I. Kurt is not omniscient, omnipotent, or omnipresent.
II. He was suddenly given Hell, or what was left of it, to Rule over, and his will alone shapes the plane. Yup, he's the kid from the Twilight Zone who can wish people into the cornfield.
A. Kurt is terrified by these powers. He remembers M-Day and can see what can happen.
B. He has no training in powers such as these.
C. His powers seem to flare when he's angry or suffering another extreme emotion.
D. This is being used a handy plot device, not to quash any plots.
E. Can Kurt be killed, if he believes he can, he will be. He will come back rather quickly.
F. The most Kurt can do to a character is negate powers IF he is startled or angry.
G. Kurt doesn't have built in GPS for everybody.
H. Kurt doesn't have telepathy, clairvoyance, nor can he read locked posts.
I. He can't wish things into being...accurately. No buildings, no strippers, etc.
J. Some of his friends will summon him in times of duress. He will show up and ask what is wrong. He will not start whooping butt or taking away powers until he knows what's going on.
k. He cannot control his powers. He sucks at them. A lot.
L. His big constant powers are being able to tell if someone is dead, damned, alive and stuck, alive and passing through, or a tourist.
M. He's not your mama, you don't need to ask him for permission to do things.
N. If he shows up because of drama, talk to him, he's a reasonable person and wants everyone to end up happy.
O. No one starves in Hell. Those who are staying, be they stuck or dead or damned, will be cared for until they can get out on their own.
