first, it's "who cares?" then, it's "why does/do he/she/they care?" after an explanaton of why the above cares, you get "what is going on with the world?"
most people don't make it past the first one. and those that do, have their own idea(s) of how to change the world so there will be some that will look at the state of the world from a neutral perspective and some that won't. many people have beliefs and it's damn near impossible to change someone's beliefs. so there will always be some sort of division.
