I used to say it should ALWAYS roll from underneath, but that was until I moved in with my boyfriend and the heater was right under the toilet paper roll, so now I do over (but my heart belongs to under still). :)
There are significant engineering questions that must be addressed before we can move on to the correct way to load the dispenser (as it were)!
First, what is the height of the unit above the floor? How close to the operator is the unit installed? If the dispenser of the type that has recess into the wall? How anal-retentive are the typical users? What is the feline population density of installation site? Do the felines at the site like playing with dangly bits of paper, or are they deceased?
That said, on a purely aesthetic ground, I prefer the "over" mode of use.
