Character's Canon Abilities:
Izaya is a skilled information hacker with an impressive knowledge in electronics, internet programming, network maintenance, and let's face it--he lacks the ethics to care whether he's invading your private business or not. Izaya is no ninja, but he is quite impressive in wielding his knife, he managed to shave a guy bald too fast for anyone to see. Let's not forget his endurance, he could take a flying trash bin to the head and still manage to get up like nothing happened.
Conditional: If your character has no superhuman canon abilities, what dormant ability will you give them?
The ability to heal a lot faster than regular humans. Let’s face it, with an enemy like Shizuo? He’ll need it.

Character Personality:
If we could describe Izaya in one word it would be: Manipulator.
Izaya is accountable for a great deal of the disorder in Ikebukuro, whether it was in directly provoking a gang war or by planting rumors that would boost violence, or simply going all his way to bring out the worst in people. He is psychotic, charming, and there is just this alluring enigma about him that one could never understand.
Izaya's actions may seem rather unnecessary or beyond logic, but in reality, every action is calculated and with a purpose. However, Izaya gives a simple logic to what he does. Which is that he loves humans. He loves humanity. From their morals, complicity, and just about everything that levels to the typical human philosophy. There's a strong sense of glee as he declares his love for humans, almost like he is extremely proud with having such an odd hobby. You can say that by how Izaya thinks, acts, and talks, he managed to distant himself from any sort of mindset that would represent the creatures he loves. He seems to have shredded every characteristic that makes a human….human! Almost like he wasn't one himself.
Even though it might seem like it, but none of Izaya’s actions are based on unexplainable hatred nor does he manipulate with people because anything about them catches his interest in detail, but because he is fascinated with the aspects of humanity, their way of thinking and system of beliefs. Despite his cruel little games, he does create a relationship with them, he does make time and effort to get to know someone, perhaps portray an image of someone who sincerely cares for others or shares their pain and suffering. All in the business of knowing the person. Understanding them better. If he seems normal enough and is a willing participant in the conversation, it makes it all the easier for him to earn their trust.
It also looks like he enjoys having people rely on him, need him. Whether it be to feed his hunger for information or simply because he gets a kick out of being mistaken by the decent person. Possessing some personal magnetism, Izaya has gathered followers and lured in suicidal people with his network, and generally anyone from the public. After years of making connections and familiarizing himself with the residents of Ikebukuro and possibility developing his ‘love’ for all humans, Izaya has created an information network for himself. The knowledge that he gains is often used for his own benefits and has become a part of his lifestyle. Knowing all those people and all their secrets, desires, dreams-and basically anything he could get his hands on. He positions himself as a confidant, as someone victimized like them, as someone who can relate to them or view the world from their eyes. No room for doubt, he created the perfect ‘friend’ the one you would share your thoughts with when nobody else seems to listen to you. It’s his way of getting close-Far too close to comfort.
Now when it comes to justifying his actions, his obsession and love for humans, he's terribly blunt about it. He'll admit to all his supposedly horrible deeds and his own reasoning without any sense of shame or regret. In fact, he shows no sign of things reaching to an end, giving his victims the insecurity and fear of being toyed with again in the near future.
There is very little Izaya isn't willing to do to pursue his wicked games. Blackmail, urging a young girl into ending her life as the only attempt to get recognized by anyone, creating a suicidal group online to attract people, basically anything that would seem cruel and beyond human. There's very little Izaya is incapable of doing. He lacks moral or even the sense of shame when it comes to his acts, nothing seems off limit or injustice to him in regards those creatures he loves so much. All in the effort of getting to know them.

Izaya would defiantly create his own information system within Siren's pull, to gather all the information, start rumors perhaps, whatever comes to mind.
