Go to:
http://www.livejournal.com/admin/console/ while logged in and type:

set newpost_minsecurity

don't type in the < >. For friends only, replace "level" with "friends". If you want to set it back for all to view, replace it with "public".

ah scheiss... after the whole "set" line, there should be one space, then type in the words
