I may just be stupid, but I don't get the first one.

And I don't get why my shoes are untied. I normally keep pretty good tabs on those things. I guess I was just caught up in the excitement.

Also, "Oh the humanity" is often exclaimed, in a sarcastic/ironic sense when somebody does something terrible to another person. In this case, however, the guy in red (sometimes called Guy One) admits he will be doing a very humanitarian thing by providing aid to those in need. Guy Two uses the aforementioned popular phrase in a literal sense. See also: pun. See also: play on words.
