Colour preferences definitely affected by local environment. Japanese sensibilities very much reflect this. There is also an historical influence and (in the past) access to pigments.

Absolutely! (colours) We blend into our environment - grey, muddy, occasional lapses into green thought vulgar! We have sparrows, not hummingbirds or parakeets.
