People are trying to shoehorn the Steampunk thing into just ONE subgenre which is asinine at best.
If you dress strictly in Victorian garb, it's nice, it's awesome, well done, but it AIN'T steampunk.
Now you CAN have a Victorian steampunk personae, but hell, you could have a modern times steampunk personae, or a futuristic steampunk personae.
Saying that one is the other and vice versa is only going to make you look like a complete tard. Well, even more of one than said people already look like.
Is this a Steamfashion thing again? I don't read that comm anymore, it's too annoying. The Philly steampunk community also seems to have a small population of people who hate rayguns and goggles.
Blah. Gotta tell you, my interest in the genre has been GREATLY tempered by the high-profile people in the steampunk community. What's worse is that they're at EVERY event on like...the entire goddamn East Coast.
And Repo will not be steampunk no matter how much they would like it to be!
I looked for that post, read it got mad and responded to it myself.
And I agree with you, Victorian elements in Steampunk, but they are defiantly not the same. Heck, I think my second outfit is semi victorian semi 20's....
and I want to make a 10-20's type steampunk outfit if I can get it together and figure out how to do it! So not Victorian there!

Like What if the world didn't move past the Victorian era with regards to dress, but we have neato things like ray guns and mad scientists.

I'm keeping you away from the people who would actually DO that sort of thing in their spare time.
