It's a Strat-style trem, I presume? You'll need to balance the string tension with the trem springs to have any chance of keeping it in tune - assuming that the tuners are up the job (cheap ones often aren't) and that the strings aren't snagging at the nut.

But even cheaply made guitars should be able to be set up to stay in tune reliably. Check out some of the tips here (http://www.kinman.com/html/toneWorkshop.htm), get yourself one of Dan Erlwine's books (ie: http://www.amazon.com/exec/obidos/tg/detail/-/0879306017/qid=1102984575/sr=1-3/ref=sr_1_3/104-7023485-1356766?v=glance&s=books) and/or find a good tech to set it up for you.

Also, 24" scale Fenders sound and feel best with 11-50 or so gauge strings, I think, or even 12-52. Or you could try a 10-52 'light top/heavy bottom' set if you find that too heavy. I expect that it came with 10s or even 9s from the factory - they'll be way too light and will go out of tune more. Just remember that you'll probably have to tighten the truss rod to cope with the higher tension.
