Funny enough, that's how many many hipsters in the Wicker Park neighborhood of Chicago dress year round regardless of the weather, both the ladies and the dudes. It's like a uniform. Throw in some ironic t-shirts and switch up the silly hats a bit every once in awhile and that's the look.

If people in your area don't dress like that maybe they were from out of town, specifically Wicker Park in Chicago. Ha.
