I knew there'd be a catch to the free proxy server: secure sites won't accept me. Which means that although I can browse freshdirect.com, I probably can't order my groceries. Fuck.
If the (original) problem is with your LAN's proxy server (or settings of said server), then try one of the following (if you haven't already done so):
Go to Tools>Internet Options>Connections>LAN Settings and click Automatically detect settings. Or, if it's already clicked, try unclicking it.
Probably won't help, but it's worth a shot. Also, if you really want to figure out which neighbor has the router, walk around the apartment with your laptop, and see if one side has a stronger signal than the other.
