I forgot an important point: when someone's doing that they really mean "I feel bad personally. I'll feel better if you acknowlege my hurt." You're not *responsible* for their emotions but you can help them and make your own situation better by helping them to feel better.
They may additionally want you to take responsibility blame for their feelings. Though that's [an] unreasonable [thing for them to do], it can be useful to [take the blame or allow them to feel like you're taking the blame for it].
