Does the phrase "Drive it like you stole it" mean drive really fast or drive incredibly responsibly so as not to arouse suspicion from law enforcement officials

I think they're saying "drive it like you don't have to pay off the car loan" and enjoy it to the max....but your way makes sense too :)
