you do realize what a task that is right? Its not exactly a one man job...
Step one, excavate side of house with a trench leading away from house, must be dug at a gradient!Depending on type of foundation will determine how much of a hassle this would be. Would most certainly require mechanized digging equipment.
Step 2, seal exterior foundation wall (there are several knows ways of doing this correctly)
Step 3, pour weeping tile along side of house in the trench. This is like loose gravel, it will allow moisture to flow away from the house.
Step 4, install drainage pipe. Yet another way for water to flow away from the foundation.
Step 5, backfill excavated areas.
Step 6, Compact earth. This is a VERY important step, if not done it would leave spaces in the earth for erosion and allow for possible problems with the foundation later.
Water isn't coming through the foundation itself, but rather it is traveling inside pipes that come through the foundation wall.
For instance the main electrical feed from the outside meter into the house itself runs underground and through the foundation wall. This is the pipe in question that the water is inside. Yes, I know electrical and water, YAY.

Its possible the house already has a decent irrigation away from the foundation and just needs to be resealed, or vis-versa.
