Most Chinese interface

A review on the tigerdirect site about an MP3 player:

"It has the most chinese interface I've ever seen...it is completely counter intuitive, but it won't take long to learn."

does "Chinese" in this instance actually mean, "written by chinese-speaking people,"  or does it mean stupid? foreign? backwards?

The latter, I'm afraid. As in: "Chinese fire drill".

Of course, the player probably was made in Japan, and as we all know, all Oriental Asian people look and act alike.
