First, double congrats and commiseration for that ridiculous timing from the admissions people...
Philly is a cool town. The area around Temple is, indeed, not very nice, although you can get good food. My little sister is going there and she hangs out around campus all the time and has been fine but it's certainly less safe than anywhere in Maine. My impression is that if you commute from somewhere else in philly that it's totally fine. My mom and sister take the train from center city every day.
Oh, and as to biking: my dad rides his bike everywhere, without a helmet, while listening to podcasts with earbuds. Relatedly, I think my dad might be suicidal. But I guess you can take this as a vote for the "biking is reasonable" camp...
