That statement all by itself, totally denies Divine Providence [Tm], and pretty much makes G-d out to be rather incompetent, don't you think that he's essentially saying "We need to be spread-out, because otherwise G-d can't protect us, enough??" HUH? Talk about a weak cop-out. There ARE better reasons not to move here to Israel (most can be refuted as well), but come on.... That was really low.
Personally, I feel that all those who won't move here because of "the problems", are themselves running away from "societal problems". Problems that, pertaining to all Jews, should have a higher precedence over any other such. What do you think?
