However, the letter of the law seems to imply that most tech support organizations would not fall under the requirements for PI licensing. Tech support generally doesn't involve gathering information about individual activities and personal information.

We have an entire group where I work devoted to this kind of investigation, OIS (Office of Information Security).

Guess they'll have to be PIs now. :)
