I'm not actually sure that's possible. Honestly, even with a heatpump, your winter power bill will probably be about twice the summer one. It's a thing.

How about a flatmate who doesn't have his heater on constantly? I accept the power bill will increase from longer hotter showers and general winter price increases but when he is the only one doing anything noticably different then it becomes pretty easy to spot the $150 increase in the power bill. (summer bills were $100ish)
