Skypeia is weird for *everyone* the first time through. At that point in One Piece, its by far *the* longest arc in the story, it comes riiight after Oda setup a bunch of huge plots about the world and is showing the true scope of the plot for the first time, and the entire arc doesn't really come together until a lengthy flashback near the end of a nearly 9 volumes arc, which itself seems awkwardly placed the first time because it's interrupting the "finale" of the over long arc. So Skypeia at the time feels like a sudden random break from what Oda was just kicking into high gear ( ... )

Actually, this is my second time through Skypiea, having watched the anime version first... but that was years and years ago. Still feels like filler to me, if higher-quality filler. Yeah, I know there are a few important things that come from Skypiea later on (Ussop's arsenal, for one), but I still dunno if this arc was really necessary. But hey, you got a lot more out of a second reading, maybe I will too. We'll see!

The anime doesn't do the cover stories. So they... kind of leave out some reeeeally important Skypeia related stuff. There's some follow up to the arc that shows exactly how it fits into the grand scheme of things and its a major piece of the entire narrative, that's still going to be affecting things a few years down the road.

But the anime just skipped it because those cover stories are pointless or something. Big reveals are going to feel really out of left field when the time comes for the anime to do them.

The overall arc might have gotten out of control and been a bit longer than it should have been, but its really not filler. (Though that WAS the point the anime caught up to the manga and started to slow down, so the anime version of it is a bit padded. Then Water 7 is really padded. ANd the current anime is heinously slow.)
